Headlight set way to low

Hi  im new hear and I have just got my Z750 black 2008 bike,

I have a problem ,the head light is to low ,infact I ride everywhere on high beam and nobody flashes me to tell me to dip.
Question is .How can I raise the light ,is there an easy adjustment for it.

I know that on the Z750S there are two knobs that, when turned, adjust the beam vertically and horizontally.  They are up behind the headlight cluster...

I found 2 hex head adjusters in the headlight cluster .Very awkward to reach . I think the lower adjuster adjusts the vertical position and have tried turning ,but the light did not seem to alter it's position.  I tried adjusting using a open ended 8mm spanner and find it very awkward.I will get a 8mm ratchet ring spanner and try again.
